Tools for implementation of the state ecological and economic rent policy have been formulated. Methodical approaches to determining the level of ecological and economic security of regions are defined. The directions of development of the state system of environmental management at the regional level are also determined. Applied tools for the implementation of the state policy of ensuring the ecological and economic security of the regions have been developed. It is noted that the environment is one of the key factors that shape the needs and interests of society. An approach to the study of ecological and economic security, which is based on ecological and economic needs and interests, has been formed and substantiated. During the period of economic reforms and intensive industrial development, there was a significant deterioration in the quality of the natural environment. From these conditions, the ecological function of the state from the point of view of national security is considered. The main goal of ensuring environmental and economic security is defined. The necessity of development and implementation of the strategy of state management of ecological and economic security is substantiated. It is proved that the management of ecological and economic safety of projects and programs should be based on the scientific concept of safe development. It is determined that the model of sustainable development of Ukraine provides for the need for a balanced solution of social and economic problems, provided that the environment and natural resource potential are preserved with the priority of the environmental component. A review of the current state of development of environmental projects in Ukraine is carried out. The possibilities of applying the approach to building environmental project management systems are considered.
