Moreover, 57.2% of the respondents felt that citizen participation in decentralized policy-making was high while 69% of the respondents were satisfied that decentralization had made it possible for citizens to participate in county budgeting. Only 49% approved the effectiveness of decentralization in promoting citizen participation in promoting participatory budgeting and planning process.
