The problem is considered in terms of identifying stakeholder groups and levers of change. An attempt to develop a catalog of levers will allow for the assessment of the usefulness and possibility of transferring pilot activities outside the city context. Further research is also needed to develop appropriate measurement criteria to determine the effectiveness of the strategy.
