Mechanism analysis reveals that the upgrade policy improves land use efficiency by enhancing land-use and environmental regulations, optimizing resource allocation, and fostering green technological innovation. Heterogeneity analyses show that the policy effect is more significant in eastern and central cities, with the impact being strongest in central cities. Additionally, the impact of upgrading to a national high-tech development zone is greater than that of upgrading to a national economic development zone. 摘要

鉴于土地资源有限和净零碳城市倡议的挑战,在开发区建设过程中寻求土地集约利用和碳中和之间的平衡至关重要。本研究将净零碳平衡纳入土地利用效率评价体系,并利用基于 2009 年省级开发区升级政策的准自然实验,研究了该政策在净零碳城市目标下对城市土地利用效率的影响。研究发现,省级开发区升级显著提高了城市土地利用效率,同时表现出减少碳排放和增加碳汇的双重效应。机制分析表明,升级政策通过加强土地利用和环境监管、优化资源配置和促进绿色技术创新来提高土地利用效率。异质性分析表明,政策效应在东部和中部城市更为显著,在中心城市的影响最大。此外,升级为国家高新技术开发区的影响大于升级为国家经济开发区的影响。本文就如何有效利用产业政策,在实现碳中和的同时实现土地集约利用和高质量发展提出了见解。
