摘要

人们如何在危机中形成最初的集体意识仍是一个未解之谜。本文以越南 COVID-19 的控制为案例,探讨了这一问题。我们的研究结果表明,危机下的感性认识受到随着时间推移逐渐形成的预防性制度倾向的影响。地方政府在促进集体意识形成方面发挥着至关重要的作用,而集体意识形成则有助于在疫情控制方面采取一致行动。然而,感性认识本身就存在偏差,包括疫苗接种的延迟和对隐私的侵犯。对于政策制定者而言,本研究表明,制定具体的预防政策和计划、建设大规模协调能力以及促进地方倡议对于应对流行病是必要的。在理论发展方面,本研究探讨了体制如何制约感性认识的形成,并明确了地方当局在危机中促进集体感性认识形成的几种机制。
