By using the politicized institutional analysis and development (IAD) framework, we systematically analyse the interplay between discursive, institutional and contextual factors to explain policy continuity and change. Italian flood risk management has traditionally been state-centred and focused on flood protection infrastructure for hazard reduction. Flood risk policies in Italy: a longitudinal institutional analysis of continuity and change
