摘要

本文采用行动研究方法,调查了飓风玛丽亚后波多黎各紧急物资分配(DES)的挑战。通过对开放式和封闭式调查问题的描述性分析,发现需求不确定性、信息不对称、仓库选址等诸多挑战都是灾害应对中的挑战。因此,除了对未来研究的建议外,本文最后还提出了在未来灾害情况下加强人道主义后勤的建议。
