摘要“个性化”是当今残疾政策中一个非常流行的概念,本文借鉴了我在英语和伦巴第语背景下的残疾人社会护理服务博士研究项目,旨在探索个性化从政策到实践的转化;因此,个性化政策进入残疾人服务的方式。特别是,借鉴街道层面的官僚机构、政策实践和网络理论,本文通过专业行为者的视角对个性化进行了分析。定性研究方法的结合使我得出了两个主要结论:1)狭义的个性化方法与广义的个性化方法共存,导致负责将个性化政策转化为实践的专业人员扮演截然不同的角色;2) 不同的专业行动者之间存在权力差异和不对称,在为以人为中心的护理实践提供信息方面,一些行动者比其他行动者具有更强的自由裁量权和政策指导能力。
