In light of China’s rising economic power and the concomitant growth of a Chinese transnational diaspora, we trace the trajectory of China’s brain drain, brain gain and brain circulation in OECD countries over the past forty years. Chinese talent mobility in the new economy consists of “transnational circuits” characterized by the circulation of goods, people, knowledge and information. 摘要

40年前,也就是20世纪80年代,网络分析并没有预见到“扎根”在一个以上国家的跨国和散居社区的重要性日益增长。本文采用跨国社会流动的整合理论框架来研究散居海外的中国人才流动,重点研究中国与经合组织国家之间的人才流动。通过研究经合组织内部的宏观移民数据,我们分析了中国高技能跨国人才流动的新趋势和模式。鉴于中国不断崛起的经济实力和随之而来的中国跨国移民的增长,我们追踪了过去40年来中国在经合组织国家的人才流失、人才获得和人才流动的轨迹。新经济下的中国人才流动由以商品、人员、知识和信息流动为特征的“跨国流动”构成。本文从跨国社会流动的角度对“流通”的新形态进行了理论化。
