This paper seeks to fill these research gaps by applying a principal-agent framework to internal processes of the EU in its Africa relations. After analyzing acts of delegation, it analyzes the discretion of the agents. Pointing specifically to the EU-Africa Partnership on Peace and Security, the study investigates on principal-agent relations from a non-principal-related perspective that puts forward structure-induced and interest-induced factors for increased agent discretion.
