This paper further finds that national and local programmes are more likely to be complementary at high subsidy intensity. 中国各级政府一直在利用各种政策鼓励企业创新。然而,很少有研究考虑到多层次创新政策的叠加效应。基于2008 - 2011年443家中国创新型企业的面板数据,研究了国家科技计划与地方科技计划的互补性。本文还考虑了创新过程各阶段的异质性效应。结果表明,国家科技计划显著增加了企业的外部研发支出,但抑制了企业的商业化。此外,国家和地方科技项目在促进外部研发支出方面是互补的,而在增加专利产出方面是替代的。本文进一步发现,在高补贴强度下,国家和地方方案更有可能互补。本研究有助于政策组合理论的发展,并对相关创新政策体系的设计具有多方面的启示
