On the basis of constructing a water resources evaluation index system, the weights are introduced from the traditionally constructed index matrix into the Euclidean distance of the TOPSIS model through subjective and objective weighting. When the ideal solution distance is the same, the larger weighted index corresponds to the greater water resources carrying capacity. The improved TOPSIS model is used to evaluate the water resources carrying. Taking Jinzhou as an example, we determine the advantages of water resources carrying capacity and the influencing factors of the short board in this area.
