摘要

目的分析基于相对价值指数的基层医疗机构绩效考核模式的公平性。方法以北京市东城区天坛社区卫生服务中心为例,利用2018年4月至2019年6月14个科室的人均服务当量和人均月绩效收入数据进行描述性分析和相关性分析。结果2019年上半年,该案例机构的月平均工作当量为170.19±501.18,比2018年第二季度增长13.91%。案例机构月平均绩效收入为1 183.71±175.30元,比2018年第二季度增长6.94%。2018年4月至2019年6月,14个部门的月人均工作当量与月人均绩效收入呈正相关,结论基于案例机构相对价值指数的绩效考核模型较好地体现了“多劳多得”的公平性,但“多劳多获”的效果不明显。关键词:社区卫生服务;绩效考核;相对价值指数;量化;股权
