The experience of foreign countries across the world testifies to the existence of number of reasons conducive to the spread of political corruption. Its study is important both for Ukraine, which is actively taking measures to combat political corruption, and for other countries with a high level of political corruption. The article begins with a study of various approaches to understanding the concept of “political corruption”, the reasons for its emergence and determination of the level of citizens’ trust in political institutions in Ukraine and foreign countries. The main obstacles to minimizing the phenomenon of political corruption in Ukraine are the existence of an effective mechanism for financial support of political parties and control over their financial activity. Based on the analysis of scientific literature, international acts, and legislative acts of Ukraine and Lithuania, the authors disclose the experience of Ukraine and Lithuania in the sphere of state financing of political parties and control over their financial activity. The methods of descriptive comparative analysis and observation of the latest scientific research on this issue guide the work. Proceeding from the existing problem of minimizing the phenomenon of corruption in the funding of political parties in Ukraine and taking into account the development of Ukraine’s legal system, the article presents a number of proposals on improving the legislation of Ukraine on financial support of political parties. The authors also provide a proposal on the need to improve the legislation in Lithuania in the area of indirect state funding of political parties. 摘要

政治腐败作为一种消极现象,阻碍着任何国家的民主和经济发展。世界各国的经验证明,政治腐败蔓延的原因是多方面的。它的研究对正在积极采取措施打击政治腐败的乌克兰和其他政治腐败严重的国家都很重要。本文首先研究了理解“政治腐败”概念的各种方法,其出现的原因以及乌克兰和外国公民对政治机构信任程度的决定。最大限度地减少乌克兰政治腐败现象的主要障碍是没有一个向政党提供财政支持和控制其财政活动的有效机制。通过对乌克兰和立陶宛的科学文献、国际行为和立法行为的分析,揭示了乌克兰和立陶宛在国家资助政党和控制其财政活动方面的经验。采用描述、比较分析和观察的方法,对这一问题的最新科学研究进行了指导。本文从最大限度地减少乌克兰政党资助腐败现象存在的问题出发,结合乌克兰法律制度的发展,提出了完善乌克兰政党资助立法的若干建议。作者还提出了一项关于立陶宛在国家间接资助政党方面需要改进立法的建议。本文旨在揭示“政治腐败”的概念,研究乌克兰和立陶宛在最大限度地减少政党资助中的腐败和控制这种资金支持的使用方面的经验,确定乌克兰和立陶宛在这一问题上需要改进的立法领域,并展示克服政党腐败的最佳机制,因为乌克兰不是唯一一个政党腐败现象达到顶峰的国家。
