(4) TSVs have a significant impact on the service industry. The department stores benefited a lot from the TSV policy, and supermarkets and hypermarkets saw rising revenues. 摘要

本文以台湾于2020年下半年推出的三重刺激券(TSV)为例,评估新冠肺炎期间振兴券的经济效益。我们应用情景设置和投入产出表来评估政策效益。主要结论如下:(1)TSV的发行将诱导消费者使用振兴的三重券。随着疫情在国内得到控制,边境管制继续排除非公民消费,在暑假期间发放TSV产生了积极的经济效益。(2) 使用促销活动TSV确实有助于增强消费者信心。(3) 据估计,TSV对实际GDP的收益在新台币450.62亿至837.77亿之间;TSV对服务业的影响显著。百货公司从TSV政策中受益匪浅,超市和大卖场的收入也在增长。商户、小店,甚至街头或传统市场的小贩,也从TSV的零售消费增长中感受到了经济复苏的力量,这也带来了政策预期的经济效益。
