Through reviewing available key literature in individual ASEAN member states (AMSs), it shows that at the macro (aggregate)-level, there are three key stakeholders in LUM, i.e. government, companies, and community. Whereas, at the micro (disaggregate)-level, there can be a large number of stakeholders. With respect to government, many department or agencies may involve in LUM.
