Although PPP introduced new dynamics to project financing and operation, this Jadeware Feature Town project, integral to urban-centric socio-spatial transformations of Wantou, marginalized existing inhabitants, sustained a land-based accumulation and reproduced an urban bias. 特色小镇是中国新型城镇化战略的重要支柱,本文考察了当前中国特色小镇的发展浪潮。本文以扬州万头镇的特色小镇为例,通过公私合作(PPP)的方式,将旅游与玉器产业名义上联系起来。文章首先论证了地方政府如何利用膨胀的制度激励,追求投机性建设和地方商品化。尽管PPP为项目融资和运营带来了新的动力,但这个玉器特色小镇项目作为万头以城市为中心的社会空间转型的组成部分,边缘化了现有居民,维持了基于土地的积累,并再现了城市偏见。玉器特色小镇的经验偏离了国家城市化战略对包容和公平的强调,并引发了人们对特色小镇发展或ppp能否为剥削性、排他性的土地城市化提供一种替代方案的担忧。
