The findings indicates that there is a clear legal limbo of food policies of Mexico and not have enough tools to ensure that all Mexicans have access to a minimum food levels. In the part of the distribution of capabilities, the federal government has monopolized the actions related to food production through the provisions of the National Development Plan but without effective implementation.
