摘要

本文分析了乌克兰公务员激励存在的问题和前景。对科学文献中“激励”、“公务员激励”、“激励”、“财务激励”等术语进行了分类分析。分析了基于需求、利益、动机和激励的激励概念和理论的演变。作者建议将这些概念和理论的精华运用到今天乌克兰社会的发展中。研究了公务员激励的现状及其规制规定。对国内外公共服务激励的经验进行了归纳。研究了在公共服务中使用人力资源管理改进新技术的可能性,描述了2011年11月11日乌克兰“公务员”法第4050号关于乌克兰公务员激励的新规定。
