In order to explain the mechanism of American trade politics, this paper constructs a new analytical framework of “democratic government-interest groups”, which argues that U.S.A. trade policies are not only the choices made by the democratic government between state interests and political private benefits, but also the outcomes of interaction between the U.S.A. government and interest groups. The case study of the U.S.A. trade policies toward China since the new century also demonstrates how the interaction between the government and interest groups ultimately shapes trade policies.
