摘要

利益相关者参与农村发展政策的设计和实施是政策制定者关注的主要问题之一。参与式影响评估框架(foia)是一种衡量政策影响的方法，可以包括不同的利益相关者。本文利用foia来评估墨西哥和哥伦比亚农村发展政策的影响。结果显示，在墨西哥的情况下产生了积极影响，而在哥伦比亚，只有一项政策显示出积极效果。在这两种情况下，都提到了社会主题，以便在设计农村发展政策时考虑到这些主题。
