摘要

本文主要研究北极地区的发展及其在新形势下面临的困难。寻找一条适合低碳环保和可持续发展的发展道路逐渐成为各国关注的焦点。实力的秘密较量也日趋激烈。军备竞赛的升级实际上使俄罗斯雄心勃勃的北极计划更加激进。本文将运用“ANP-SWOT”战略分析方法,揭示俄罗斯在北极地区大开发计划背后可能对北极地区环境造成的破坏及其不可持续的一面。同时,将地区国家的观点和矛盾作为解决冲突的建议,将视野扩大到全球范围,以全人类的共同利益为出发点,结合各方的观点和矛盾,提出真正有利于北极地区发展的建议。从而促进区域间合作,制定新的北极战略,优先考虑全球进步和繁荣。
