竞争是政府购买服务制度的核心要素。利用2011 - 2018年珠海、中山、佛山三个城市的政府采购数据，构建了严格的竞争衡量指标来解释招标主体的质量。我们发现，大多数社会服务采购项目都包含政策驱动和市场驱动的竞争。由于购买规模、地理位置和政府保护主义等因素，城市之间的竞争存在显著差异。此外，随着时间的推移，竞争会逐渐减少。本文还提出了对中国福利治理的启示。
