摘要

中国自然灾害频发,其中洪灾最为严重。如何监测和控制自然灾害,评估损失,提供救援,是中国政府和灾害专家最紧迫的问题。利用遥感、地理信息系统、全球定位系统等技术,构建了全国洪水灾害监测评估综合系统,并进行了3年的试验。该系统在试验期间发挥了重要的防洪作用,并已成为中国国家防汛指挥部洪水管理系统的重要组成部分。本文介绍了该系统的概况及其在中国的应用情况。
