Also the review of ideological and theoretical approaches to understanding the Baltic and Black Sea region is carried out and its potential is emphasized from the point of view of policy of NATO and the EU. It is established that the priority of cooperation in the Baltic and Black Sea region is the transport, economic policy of the sphere. The emphasis is placed on distinctions between the certain states of the region (Russia, Turkey) concerning regional security.
