It is suggested that engineering consulting and design, prototype electric circuit design and testing, construction management, manufacturing process audits, and a host of other niche capabilities which may not meet the fiscal tests of a business enterprise in the short term can pay healthy dividends in the longer term as the host economy grows to accommodate the demands placed on it by reform.
