Following the huge success in water resources for drinking requirement, it was necessary to do further studies on water quality. This paper was conducted to study the efficiency and kinetics characteristics of soil ion release during runoff process in Weibei Semi-arid Loss Plateau, a typical water resources' serious shortage area in China, and to provide foundation information for improving the quality of local cistern water. Results revealed that the most release strength was arriving at 30-60s following startup, the solutions Total Dissolved Solid (TDS) was proportional with contacting soil mass. TDS increased with declination of storm water pH. However, the release strength was irrelevance with runoff pH.
