摘要

本研究基于2019冠状病毒病大流行期间土耳其和利比亚协议的表现,批判性地审查了欧盟(EU)的非正规移民政策。关于疫情如何影响协议的执行,特别是在国际合作和非正常移民管理能力方面,该研究有两个主要发现:1)协议在可持续性和复原力方面失败。2)旨在减少非正常移民流动、改善获得保护的机会、加强非正常移民问题国际合作的协议破坏了人道主义和国际合作。最后,本研究认为,加强过境国和来源国的移民管理能力,以及改善人道主义和国际合作,将有利于改革欧盟的非正规移民外交。
