Improving the quality and efficiency of industrial enterprises, industrial upgrading and transformation, as well as improving the utilization rate of resources are the key to achieving high-quality development in the region. The premise is to comprehensively and accurately evaluate the efficiency of industrial enterprises. This paper takes Peixian County, Xuzhou, Jiangsu Province, as the research area, on the basis of collecting the relevant spatial-temporal data of the economic development, tax, statistics, natural resources and other departments, and forms a spatial-temporal data set of industrial enterprises through data governance, and proposes a comprehensive energy efficiency evaluation model of industrial enterprises consisting of five first-level indicators, eleven second-level indicators, and sixteen factors, so as to measure and evaluate the comprehensive efficiency of 391 above designated size industrial enterprises in the research area in 2022.
