The purpose of this paper is to evaluate the outcome of users’ participation in value co-creation of OGDP, then it follows analytic hierarchy process (AHP) to construct a hierarchical model from three perspectives, government to users, users to government, users to users, which totally includes 7 dimensions and 22 criteria. TOPSIS is used to rank effect of users’ participation in value co-creation of 4 OGDPs.
