Firstly, meta ontology of capability requirements is designed based on its analysis process. And then meta ontology is instantiated to construct the capability requirements model according to the scenario of specific applications. Secondly, the data completeness and data consistency rules of the model are extracted from the ontology directly according to the relations among the data entities of the ontology, and the data entities are used to develop the verification matrixes, which are utilized to judge the data completeness and data consistency of requirements model.
