摘要

本文旨在展示如何通过电子政务为村民提高公共服务的能力和可及性,以降低Covid-19的传播和感染率,并作为社区参与获得公共服务的替代方式,电子政府(e-Gov)或数字政府存在。电子政府(e-Gov)本身通过使用信息技术工具提供信息和公共服务、商业事务、与治理相关的服务等等。然而,电子政务公共服务的障碍在于信息系统的应用以及电子政务公共服务的知识和信息获取。数字鸿沟存在于农村社区,这些社区往往不知情,也不愿体验新技术。因此,需要一个社区服务项目,即在三宝垄县新冠疫情爆发期间,提高社区利用电子政务公共服务的能力和可及性。
