摘要

本文提出了执行阿塞拜疆共和国“劳工养恤金”法所要求的第二支柱养恤金制度的可能框架。建议的选项包括一个de?内薪供款计划,由雇员和雇主定期供款,并由政府提供部分资助。对代表性工人的模拟表明,即使在最悲观的情况下,第二支柱体系中达到领取养老金年龄的参与者也能在退休时维持可行的生活水平。由于拟议改革的再分配效应,这一结果对最低收入群体的工人来说更为明显。
