A participação de crianças e adolescentes em espaços de controle social: a experiência das conferências nacionais (The participation of children and adolescents in spaces of social control: the experience of national conferences)

EnglishChildren and adolescents’ citizen participation is a human right, made explicit in international and national norms. The participation in the political-institutional field, especially through the National Conferences on the Rights of Children and Adolescents (CNDCAs), took place inaccurately and gradually, but with relative advances throughout its editions. The results of the documentary research point to two participatory cycles of children and adolescents in the CNDCAs: the 1st cycle, in the period from 1995 to 2007, when seven editions of the CNDCAs were held; and the 2nd cycle, between 2009 and 2016, when three editions of the Conferences were held. The historical procedurality of this participation culminated with the inclusion of the axis "Protagonism and participation of children and adolescents" in the Decennial Plan for the Human Rights of Children and Adolescents. The data suggest that as of the 10th Conference we may have started the 3rd cycle of this participation. portuguesA participacao cidada de criancas e adolescentes e um direito humano, explicitado nas normativas internacionais e nacional. A participacao no campo politico-institucional, sobretudo por meio das Conferencias Nacionais dos Direitos da Crianca e do Adolescente (CNDCAs), deu-se de forma imprecisa e gradual, porem com relativos avancos ao longo de suas edicoes. Os resultados da pesquisa documental realizada entre 1995 e 2016 apontam para dois ciclos participativos de criancas e adolescentes nas CNDCAs: o 1o ciclo, no periodo de 1995 a 2007, quando foram realizadas sete edicoes das CNDCAs; e o 2o ciclo, entre 2009 e 2016, quando foram realizadas tres edicoes das Conferencias. A processualidade historica dessa participacao culminou com a inclusao do eixo “Protagonismo e participacao de criancas e adolescentes” no Plano Decenal dos Direitos Humanos de Criancas e Adolescentes (BRASIL, 2011b). Os dados sugerem que, a partir da 10a Conferencia, podemos ter iniciado o 3o ciclo dessa participacao.
