摘要

为了提高繁荣特大城市集群产业创新合作机制的有效性,本文提出了一种基于权重时变多准则的繁荣特大城市集群产业创新合作机制研究方法和相似度评价方法。首先,在“互联网+”背景下,对蓬勃发展的特大城市集群产业创新平台指标体系构建进行了研究,构建了科研创新能力、智能生产与服务支撑能力、信息传播能力、基础设施与环境支撑能力、平台体系构建能力五个一级指标的综合评价体系。其次,提出了权重时变多准则和相似度评价方法来提高产业创新合作机制推荐精度,结合权重时变过程,深入考虑不同时间段的准则权重,提高产业创新合作机制决策的科学性;最后,通过实证分析验证了算法的有效性。
