Abstract

The ship navigation in a bay and harbor is one of the difficult situation for the congested sea area, and a coastal radio operator (port coordinator) usual supports a safe navigation by giving useful navigational information. The navigators make decision to avoid collision, and recognize the navigational situations from their information.
