In this paper, we first consider the economy, network delay and load balance, and establish the cost model, the load balance model and the network delay model. Secondly, we plan the number and location of access points (AP) and the method of grouping ONUs, and use the genetic simulated annealing algorithm to obtain the optimal grouping scheme of ONUs. Abstract
