As a result, pre-revolutionary historiography not only outlined the framework of the research problem of the reform of M. M. Abstract
The article considers the governance reform in Siberia in 1822 as a subject of research of pre-revolutionary historiography. Special attention is paid to the influence of the historical and cultural environment that contributed to the conceptualization in the works of pre-revolutionary scientists of the problem of incorporation of Siberian “non-russian” into the legal system of the Russian Empire.
