60 Years Electricity Reform Progress in Kenya

Abstract

This paper applies a modified scorecard approach combined with Herfindahl-Hirschman index (HHI) to measure evidence of electricity sector reforms in a span of six decades covering the pre-reform and the current reform process in Kenya. A comprehensive policy review covering different apsects of the power sector policy evolution since the first monopoly power plant operator was established is carried out. Moreover, we evaluate lessons from previous experiences and propose a futuristic picture of the electricity sector that will promote electricity access and competition. The results show high a HHI of 4020 for the year 2017 but this drops to 2415 by the year 2018 if the planned commissioning of privately owned Independent Power Producers (IPPs) is carried out on time. We find that substantial structural and institutional development as proposed in the 2017 Energy Bill would promote increased power supply and electricity access.
