The Implementation of Innovation in Primary Education at the Local Level

Abstract

Since 1982, the main item in the school program of the Council of Europe's Council for Cultural Cooperation (CDCC) has been a project on "Innovation in Primary Education." The project has concerned itself with the need for the primary school to reconsider its position and role in society, in the light of the profound and rapid changes which are at present facing European societies and in order to take account of the improved knowledge of child development. The project has examined how this important adjustment can best be brought about and has recognized the need for school systems at all levels to work more closely together in bringing about successful innovation.
