The activities of organizations and personalities associated with the emergence of the first settlement on the shore of Nagaevskaya Bay are traced. The political motives for the creation and liquidation of local structures (East Evensk (Nagaeva) Culture Base, Ola-Seimchan District, Okhotsk-Evensk National District) are revealed. The activities of the Dalstroy Trust aimed in the development of the urban infrastructure are described. In fact, Magadan acquired an urban appearance no later than in the mid-1930s. However, the city status was officially recognized came only in 1939, which was a consequence of the political struggle for control over the Okhotsk-Kolyma region. The author comes to the conclusion that the act of granting Magadan the city status was an clement of the political will, not the result of natural development.
