To achieve the proposed goal, this research uses a qualitative approach, as it intends to understand the phenomenon from the perception of the subjects and the way they interact with the people around them. The research strategy was the case study. For data collection, semi-structured interviews were conducted with twelve public servants (not occupying leadership positions) and four managers (holders leadership positions) from a public institution. After transcription, the interviews were analyzed using the content analysis method.
