Financing of Peasant Institutions in Siberia: Controversy Between Local Authorities and Central Departments of Russia

Abstract

The article examines the processes of planning budgetary allocations for the maintenance of Siberia peasants management institutions. These structures appeared in accordance with the law on the introduction of the peasant chiefs institution. The article shows the controversy between local authorities and central departments on the content of new administrative structures. This paper describes the intention of the Siberian administrations to expand the number of officials for managing peasants. It also tells about the intention of the guberniya administrations to free local budgets from financing institutions for managing peasants.
