Wetland Ecological compensation as a compensation system for the various stakeholders, it can not only inhibit the right over-exploitation of wetland resources effectively, encourage wetland protection acts, and mitigate the contradiction between protection and utilization, but also help to establish the effective value mechanism in the wetland conservation, then to form long-term, stable wetland interests. Based on the diversity and the external of wetland, the main line of cost- benefit analysis, this paper analysis the wetland ecological compensation from the property rights, public goods perspective on China. Abstract

As one of the world's three ecosystems, wetlands is an important part of the ecosystem. The farmland development and the lack of water resources led to reduction of wetland resources. Therefore, China has taken a series of measures to protect the ecological environment of wetland. Wetland Ecological compensation as a compensation system for the various stakeholders, it can not only inhibit the right over-exploitation of wetland resources effectively, encourage wetland protection acts, and mitigate the contradiction between protection and utilization, but also help to establish the effective value mechanism in the wetland conservation, then to form long-term, stable wetland interests. Based on the diversity and the external of wetland, the main line of cost- benefit analysis, this paper analysis the wetland ecological compensation from the property rights, public goods perspective on China. At last, the paper put forward the policy suggestion.

基于CB的中国湿地生态系统补偿的经济与政策分析
湿地作为世界三大生态系统之一,是生态系统的重要组成部分。农田开发和水资源缺乏导致湿地资源减少。因此,中国采取了一系列措施来保护湿地生态环境。湿地生态补偿作为一种针对各利益相关方的补偿制度,不仅可以有效抑制湿地资源的过度开发,鼓励湿地保护行为,缓解保护与利用之间的矛盾,而且有助于在湿地保护中建立有效的价值机制,形成长期稳定的湿地利益。本文以湿地的多样性和外部性为基础,以成本效益分析为主线,从产权、公共物品的角度对中国湿地生态补偿进行了分析。最后,提出了政策建议。
