Suitable extrapolations to zero alcohol concentration allow one to calculate the dielectric relaxation time and the static permittivity of supercooled water below its homogeneous nucleation temperature. Use is made of a dielectric relaxation spectrometer operating from 1 MHz to 10 MHz in the temperature range -200, +100 degrees C and a total influence cell.
