The standards generally address both free space links between spacecraft and free space links between spacecraft and ground. Abstract

International civil space agencies around the world are working together in the Interagency Operation Advisory Group (IOAG) and the Consultative Committee for Space Data Systems (CCSDS) to develop interoperability architectures and standards for space communications.
