Abstract

It is significant to select the black-start scheme of the isolated grid which accelerate the recovery of the grid and restore the important load in time. It needs to be divided into several partitions in the total black state. This paper proposes an isolated grid black-start scheme evaluation method based on DEA/TOPSIS, for the judgment matrix of DEA/AHP is 1and TOPSIS weight definition lacks objectivity which can not be completely evaluated. DEA model is used to obtain the objective weight coefficient of each evaluation index, which solves the problem of TOPSIS weight definition; At the same time, TOPSIS makes a comprehensive ordering of all evaluation methods to save computing time and operation difficulty and avoid the situation that the evaluation results can not be judged. New England 10-Machine 39-Bus System is used as an example to verify the effectiveness of the proposed algorithm.
