To relieve the pressure of spectrum shortage, 5G new radio (NR) V2X technology was proposed by aggregating both the LTE-V band and the NR band. In LTE-V and NR-V2X heterogeneous vehicle networks, how to manage various radio resources to satisfy different user's quality of service (QoS) is a challenging problem. To solve this problem, a QoS-guaranteed resource scheduling algorithm is proposed by considering basic safety services, advanced safety services and traffic efficiency services. Furthermore, a dynamic programming based resource scheduling algorithm is designed to improve the user's service experience and the spectrum efficiency by maximizing the system utility.
