законотворчество. Abstract. The article is devoted to the actual today the problem of the implementation of effective state and mu nicipal procurement in the Russian Federation. The author believes that the creation of the concept of regula tion of state and municipal procurement in the Russian Federation is impossible without the formation of state legal policy in this area, which is of great practical importance, especially in connection with the ongoing mod ernization of existing regulations governing the procedure for conducting procurement procedures.
