Abstract

level of interest and willingness to participate in solving youth issues; assessment of available resources: youth infrastructure, specialists working with youth, business partners and public associations; substantiation of urgent youth problems and ways to solve them; — planning of youth work with the involvement of socially active youth. The results of study of the community's and youth's needs and the resources in the youth sphere are the basis for determining the priority ways and objectives of youth work at the community level, youth work planning with the involvement of available resources and partners. The conditions for the effective implementation of the approach proposed by author in the formation of substantiated youth policy and planning of youth work at the local level are the interest of representatives of the executive authorities and local governments; the work of the youth team, which organizes and coordinates the interaction of government officials, specialists and youth activists; the direct participation of youth at all stages of the project; the creation of youth sociological service; the involvement and interaction in the project implementation of specialists working with children and youth and the youth asset of the community; the scientific and methodological support of activities and effective partnership between the scientific institution and the local government; the public presentation and discussion of results.
